Tell Congress To Support The Survive Act

I am writing to urge you to co-sponsor and push for passage of the Securing Urgent Resources Vital to Indian Victim Empowerment (SURVIVE) Act (H.R.4608/S. 1870).

Native communities experience victimization rates that are significantly higher than the rest of the country. In some rural communities, Native women face a murder rate that’s ten times higher than the national average. However, these victims are less likely to receive assistance and services.

The Victims of Crime Act (VOCA) was enacted in 1984 and established the Crime Victims Fund (CVF). The CVF is unique in that its funding comes from offenders, not taxpayers. However, VOCA does not direct a set aside for tribal entities. Without this intentional allocation of the CVF, tribal communities have limited access to this funding despite having the highest rates of crime and the greatest need for victim assistance.

While both the House and Senate provided a 5% tribal set aside in the Commerce Justice-Science Appropriations bills, this is not a long-term solution. Tribes require a permanent, authorized set aside from the Crime Victims Fund, which is why I’m asking you to support the SURVIVE Act.

The SURVIVE Act, a bipartisan bill, amends the VOCA to include tribes in grant funding, and provides a 5% set aside for tribes. Having access to the CVF will improve the safety of tribal communities and provide needed resources for Native victims of crime.
